First, God commanded Moses to count the people, He did not command David to do so. Second, Israel was preparing to go to war to enter the promised land so a count of soldiers was appropriate. Third, God instructed in Exodus 30:12-13 that a half-shekel had to be given in a census to avoid a plague. There is no indication that David's census included the half-shekel. -PJ
