Judges 1, Jerusalem belonged to which tribe?

Question: It looks like the city of Jerusalem was divided between the tribes of Judah and Benjamin. We are told in verse 8, "The men of Judah attacked Jerusalem and captured it, killing all its people and setting the city on fire." Then we are told in verse 21, "The tribe of Benjamin, however, failed to drive out the Jebusites, who were living in Jerusalem. So to this day the Jebusites live in Jerusalem among the people of Benjamin." Does this mean that the part of the city was under the control of the tribe of Judah and part was still mixed with Benjaminites and Jebusites? Answer: Jerusalem was right on the border between Judah and Benjamin, so it is hard to tell who the city belonged to originally. Here is the way I think it may have happened. Judah conquered Jerusalem (Judges 1:8), it was rebuilt and inhabited by the Jebusites, and then Benjamin tried and failed to drive them out. Jerusalem remains under Jebusite control until David becomes king. -PJ
